Making IDs free could yield 11x ROI for the state after just one year, and likely even more.
And that’s *just* the income tax from a min wage job.
People need IDs for jobs, housing, benefits, school, banking, and most recently, to vote. Making IDs free is a no brainer.

@DavidCStokes@bd_highsmith@ShowMe They don’t look at revenues, just the distribution of property wealth per capita relative to the metro. So you end up with 2 types of “havens” - wealthy residential and corporate enclave. A tax haven is just FCR > 300, so Kinloch would be on the list even without the abatements.
