@JohnKivikoski @RuksanaAnsar 13 is the only one that will fill all the way up. Once it does, it overflows and the liquid can't rise enough to get into 12, so NONE of the others will ever fill either.

@RuksanaAnsar 13. the only entrance into 10 that can fill is through 11.
9 never gets any in. Once the bottom pipe fills in from 13, it will stay full as there is no exit. 13 will then start to fill up, with the liquid going out both side tubes up to the point where it overflows its top.
