The important thing to remember right now is that this is *proposed* guidance. It will be consulted on before it comes into action, meaning we can raise a strong response in resistance. It won't magically make it perfect, but it can go some way in limiting the worst of it.

1. defy it if you have the power and influence to do so
2. If you can't openly defy it, subvert it by misinterpretation
3. If you can't helpfully misinterpret it, undermine it with poor enforcement and plausibly deniable "mistakes"
