In health & care, we're often very good at starting new things but very bad at stopping existing things that no longer work as well. The return on investment (ROI) from quitting doing old "wrong" things is often higher than the ROI from doing new "right" things. TY @OzolinsJanis
This is why entrepreneurship and ecosystem building is so important for systems change, it's the evolutionary potential part.
The context is too complex to gain consensus among the diversity of actors so you have to create attractors and work with evolution.
