Not sure if that's constitutional, but I'm not an expert. At least I can see logic behind having trained Hoosiers to protect people from things like riots and looters. Not that I trust the government to only use them for emergencies, but I can understand the thought process behind it. Random cameras, on the other hand, are another story. Continuous monitoring is absolutely not what the founders were fans of, to say the least.

Trump should issue a new executive order barring anyone pregnant from coming into the country. If they lie on a visa, send them back at customs, even if they flew here. Issue no visa long enough that if a woman didn't know she was pregnant or got pregnant here she could have the baby.
