@Drawnonward For redlining, I would definitely pick a pick a specific instance/city and research what went down. I still want to have you check out my own game on the Chicago Open Housing Marches in 1966, but due a whole host of reasons I haven't been designing lately.
@Drawnonward But even then, as you almost certainly realize, your end game and win/loss conditions can't represent everything for a social issue like this. So I feel like you have to choose the aims you want to focus on and just work from there!
@Drawnonward I feel like you start there and work backwards. You could just do simple "area control" of neighborhoods - segregation seeking to dominate and de-segregation looking to mix, but that misses out on the legal challenges that people would be looking to overcome.
After years and years of looking at it, I finally picked up Xia and got it to the table (plus its Embers expansion). What an experience! Can't wait to play again. @FarOffGames
