And if there are repeat offenders, what can be done to ensure compliance?
Absolutely this. If the protocol is not being consistently applied as written, from a risk perspective it cannot be relied upon.
Either the protocol needs to be updated to reflect current practices or the practices need to be reviewed to match the protocol.

Absolutely agree with this. We would also add that there is ongoing education about head and brain injuries needed. There is a module available on the @WorldRugby website; we don’t know how widely used it is.

This is concerning - the HIA protocol should be used when there might be a concussion. If a player is displaying concussive symptoms, they should be permanently removed immediately. So why didn’t these players receive HIAs?
