Today I want to recognize the passing of an invaluable member of the Edmonton community: Kyle Dubé.
Kyle served as the Executive Director for @YOUCANEdmonton, a role that helped him change the lives of many youth across the city.
When we lose a community leader like Kyle, the impact is felt not only by the people closest to him. It is felt by everyone who experienced Kyle’s passion for social justice, felt comforted by his words in their time of loss, and saw the power of the kindness and patience he brought to his work every day.
On behalf of City Council, we have sent a copy of this proclamation to Kyle’s family in St. Albert as they celebrate his life today.
Yes high rates of victimization and high rates of criminalization for indigenous peoples are a national travesty but only blaming corrections, like the Canadian Correctional Investigator has done again, is not smart.

Smarter still is helping those who can influence policies to get to know the solid science as well as how to plan smartly to reduce the risk factors in the short and long term. We need to get upstream with policies inspired by evidence and successful best practices. We know, even if the correctional investigators do not, that the most effective and cost efficient way to stop the crimes that lead to incarceration is upstream prevention before it happens, not corrections.
If we had a Minister of Prevention, perhaps Corrections Service Canada and the Correctional Investigators, would recognize "the futility of responding to the crisis of Indigenous over-incarceration in Canada with more of the same failed” after the fact “policies and approaches".
Canada could reduce rates of criminal victimization of Indigenous people by 50% in the next five years by investing smartly in the futures of young indigenous men. This would not only prevent trauma, injuries and homicides but reduce our prison population significantly as is happening with jurisdictions that reduce violent crime. It would also be consistent with our commitment to the UN Sustainable Development Goals 5 and 16. It is what Toronto is starting to do and Boston has committed to achieve with 20% reduction in 3 years.
