Amazon Web Services runs a South Africa programme that bars any firm with a white shareholder.
That is not a rumour. It is written into the eligibility rules.
The AWS Equity Equivalent Investment Programme, launched in 2019 as part of a R365 million commitment, is an 18-to-24-month accelerator for small software and cloud businesses.
Applicants must be 100% Black-owned under the ICT B-BBEE codes, hold a Level 1 certificate, and keep founder equity free of debt for the contract term. “Black people,” in this legal sense, means African, Coloured and Indian South African citizens.
A single white owner disqualifies the company. Amazon presents the scheme as diversity and inclusion. The rules do the opposite of what those words usually mean: they sort entrepreneurs by race and shut one group out.
The programme sits inside South Africa’s B-BBEE framework. Multinationals that will not sell local equity can instead fund approved “equity equivalent” projects and still score transformation points.
The policy has a history: it was designed after apartheid to widen ownership that the old order had closed. That history does not convert a racial gate into a non-racial one.
A rule that says “no whites” is still a racial rule, whether the target is a majority or a minority, whether the motive is redress or preference.
If racial discrimination is wrong when it keeps Black South Africans out of a market, it is wrong when it keeps White South Africans out of a market. The colour of the person excluded does not change the nature of the act. A company can train, fund and mentor anyone without first checking the race of every shareholder. Choosing not to do that is a choice, not a law of nature.
Diversity that requires racial purity of ownership is exclusion with better branding. Inclusion that stops at the colour line is not inclusion. The principle is simple and it does not bend with the politics of the moment: people should not be locked out of opportunity because of their race.
That holds when the excluded group is Black. It holds when the excluded group is White.
It holds when a global firm writes the rule and calls it progress.
