Congratulations to Roji M John on assuming office as the Minister for Higher Education, Government of Kerala.

Roji M John is one of the founding trustees of the Centre for Public Policy Research (CPPR) and served on the Board of Trustees from 2004 to 2009. During this period, he represented CPPR across various international forums and policy networks, contributing significantly to the institution’s early growth and outreach. While he later stepped away from the Board to pursue active politics, he continues to remain a strong well-wisher of CPPR.

The Centre for Public Policy Research hosted the first episode of the Global High Tea Series on “Changing Geopolitics of West Asia and its Implications for India”, featuring Amb. Talmiz Ahmad, former Ambassador of India to Saudi Arabia, Oman, and the UAE, as the speaker. The session was moderated by Gazi Hassan, Research Scholar, International Relations, CPPR.

The discussion highlighted the continuing centrality of the Palestine question to regional instability, shifting regional power balances, the strategic significance of the Strait of Hormuz, and changing perceptions of external security guarantees in the Gulf. It also explored the need for a more inclusive and regionally grounded security architecture involving key Asian stakeholders.

As developments in West Asia increasingly shape India’s energy security, trade routes, diaspora interests, and strategic partnerships, the discussion underscored the importance of sustained strategic engagement with the region.

Deregulating Building and Fire Rules for Improving Supply and Affordability of Urban Poor Housing in India.

The global housing deficit is estimated at over 1.6 billion people, with developing countries bearing a disproportionate share of inadequate, unsafe, and informal housing. India alone faces an urban housing shortage exceeding 10 million units, largely affecting economically weaker sections and low-income households. With urbanisation projected to cross 40 percent by 2036, the pressure on cities to deliver affordable and safe housing will intensify.

While land scarcity and financing constraints are often highlighted, regulatory rigidities in building norms and fire safety regulations significantly raise construction costs and limit supply, particularly for small developers and low-cost housing projects. Uniform standards, designed for formal and high-income housing, frequently fail to account for local conditions, incremental housing, and risk-proportionate safety approaches.

This study will analyse how targeted regulatory and institutional reforms that balance safety with affordability strengthen local capacity and enable context-sensitive compliance.

Easing procedural and design constraints can play a critical role in expanding formal housing access for the urban poor.
