Early indications are worrying.

Some councils have written to say that will be 0% uplift because their budgets are insufficient.

@homecareassn Many councils are paying fees below the amount needed to cover wages at the new NMW of £12.21 per hour and statutory employment oncosts (statutory pension, NI, holiday pay, sick pay, av travel time & mileage)- £22.71.

This leaves less than nothing to contribute to other costs.
