Proposition 2630, which will soon be voted by the Brazilian Congress and may become law, is a weapon of mass destruction of freedom of expression that could put an end to social networks as we know them in Brazil. It will also make the country an international pariah in respect to freedom of expression.
The haste and superficiality with which a law like this is being handled is terrifying. All means are being used to make sure a proper debate does not take place.
If approved, this proposition will impose strict self-censorship to social network companies, create huge liabilities for failure to comply - including prison terms - and syphon huge sums from social network companies to traditional media.
Restrictions on paid content promotion and advertising will reduce revenue streams and affect the survival of networks.
The use of vague language and undefined terms in the law will, in effect, all but prohibit users from criticizing governments and politicians.
The law also creates a Ministry of Truth: a government agency in charge of policing the networks and deciding which content is allowed or not, with power to intervene.
This stuff is so serious that even some social networks, not exactly know for their defense of freedom of expression, are now concerned.
