Gen Kainerugaba Holds Talks With South African Counterpart as African Defence Chiefs Meet in Kampala

The Chief of Defence Forces (CDF) of the Uganda Peoples’ Defence Forces (UPDF), General Muhoozi Kainerugaba, held talks with his South African counterpart, General Rudzani Maphwanya, on the sidelines of the first-ever African Defence Chiefs Conference on Military Operations Other Than War happening at Speke Resort Munyonyo.
General Kainerugaba and General Maphwanya discussed military relations between the UPDF and the South African National Defence Force (SANDF).
General Maphwanya has visited General Kainerugaba in Uganda before, having been in Kampala in November 2024. The SANDF and UPDF have warm relations, cooperating in training exchanges, among other areas.
General Maphwanya is among the military chiefs and experts participating in the conference, which opened on 5th October and ends on the 8th. It brings together defence and military operations experts from more than 18 countries, African Union regional bodies, and Force Commanders from United Nations and African Union peace support missions.
The conference is discussing how African countries can strengthen their response to emerging and non-traditional security threats, including terrorism, organised crime, cyber warfare, public health emergencies, and climate-related crises and natural disasters.

The inaugural African Chiefs of Defence Forces Conference on Military Operations Other Than War has opened in Kampala, bringing together defence and military operations experts to discuss how African countries can strengthen their response to emerging and non-traditional security threats.
The conference brings together participants from more than 18 countries, African Union regional bodies, and Force Commanders from United Nations and African Union peace support missions.
While opening the conference, the Chief of Joint Staff of the Uganda Peoples’ Defence Forces (UPDF), Lieutenant General Jack Bakasumba, said Africa’s security environment has changed significantly, requiring militaries to adapt to a broad range of threats, including terrorism, organised crime, cyber warfare, public health emergencies and climate-related crises.
“Across Africa and the wider global arena, the security landscape has evolved away from interstate warfare, shifting instead toward a challenging matrix of interstate conflict and complex non-traditional threats,” he said.
Lt Gen Bakasumba said military personnel are increasingly required to operate under systemic constraints, including inadequate training, specialised equipment, functional early-warning systems and clear standard operating procedures.
“It was in response to this emerging security reality that this conference on Military Operations Other Than War was planned,” he said.
He said the conference was intended to go beyond discussions of familiar security challenges by developing practical and coordinated mechanisms for responding to emerging threats.
“It is our regional cooperation that must be enhanced. It is our standard operating procedures that require standardisation. It is our training and equipment procurement that should be streamlined,” he said.
Lt Gen Bakasumba also emphasised the need for improved information sharing, joint communications and rapidly deployable capabilities to enable African countries to respond effectively when crises emerge.
“We must establish mechanisms that extend beyond discussions and conferences and can be translated into concrete standard operating procedures, training, early-warning systems, joint communications, information sharing and deployable capabilities,” he said.
He urged African countries to move beyond policy discussions and strengthen collective capacity to address emerging security threats.
“We gather here today with a shared belief that Africa must strengthen its African-led, practical and coordinated responses to these emerging threats,” he said.
Lt Gen Bakasumba underscored the importance of Pan-African cooperation in addressing security challenges and commended President Yoweri Kaguta Museveni, regional leaders, defence chiefs, Regional Economic Communities and development partners for their contribution to peace and security on the continent.
“It is this togetherness, driven by the spirit of Pan-Africanism, that has improved and sustained regional peace and security,” he said.
The conference is expected to build national and regional capacity to address Military Operations Other Than War (MOOTW) scenarios, while strengthening collaboration, partnerships and defence diplomacy across the continent.

UPDF Reiterates Uganda’s Commitment to International Peacekeeping

The Director Women Affairs of the Uganda Peoples’ Defence Forces (UPDF), Brig Gen Charity Bainababo, has reiterated Uganda’s commitment to supporting international peacekeeping efforts through training, technology and strengthened partnerships.
She made the remarks during the closure of the 17th Women’s Outreach Course and the 12th United Nations Peacekeeping Micro-UAS Remote Pilot Course at the UN Regional Service Centre in Entebbe.
Brig Gen Bainababo said Uganda’s support for peacekeeping programmes is part of the country’s broader commitment to promoting regional and global peace and security.
She added that Uganda is set to host the inaugural Conference of Chiefs of Defence Forces, where the UPDF Chief of Defence Forces, Gen Muhoozi Kainerugaba, and his counterparts will discuss Military Operations Other Than War.
“Uganda believes in common security because we are alive to the fact that when our brothers and sisters are in trouble, so are we. These initiatives reinforce our shared commitment to peace, security and cooperation, while strengthening the preparedness of those serving in peace operations worldwide,” Brig Gen Bainababo said.
She commended the officers drawn from seven missions, African Union operations and 14 member states who completed the Women’s Outreach Course, saying their achievement reflects growing efforts to enhance women’s participation in peace operations.
“These women have worked hard to strengthen their technical expertise, leadership and operational readiness. Their accomplishments are significant as women continue to make essential contributions to peacekeeping,” she said.
Brig Gen Bainababo urged them to translate the knowledge and skills acquired during the training into practice and remain committed to continuous learning as technology evolves.
“Let the knowledge not remain on paper, on the certificate that you have acquired. Let it be seen from the way you operate, from the way you interact with your colleagues and from the way you interact with technology. Be a student forever, because this technology that you have learnt here keeps evolving,” she said.
She also commended the graduates of the Micro-UAS Remote Pilot Course, saying their specialised skills would contribute to safer and more effective peacekeeping by enhancing situational awareness and promoting the responsible use of technology.
“In each one of you, a candle has been lit. Go hold it out for all to see. We can only get the value of this course through your actions, through your application of the skills,” she said.
The Ambassador of France to Uganda, H.E. Virginie Leroy, reaffirmed France’s commitment to supporting United Nations peacekeeping operations through training, technology and stronger international partnerships.
She said international partnerships are the cornerstone of sustainable peacekeeping and noted that the partnership supporting the training had recently been renewed until 2029, with cooperation expanding to areas including Information and Communication Technology and advanced aircraft systems training.
Ambassador Leroy highlighted gender inclusion and innovation as key priorities for modern peacekeeping.
“The Women’s Outreach Course has enabled women worldwide to believe in themselves, to gain confidence, strengthen their technical and leadership skills and build networks as they prepare for future roles in peace operations,” she said.
She commended the Government of Uganda for its continued support to UN training activities.
On the Micro-UAS training, Ambassador Leroy said remotely piloted aircraft are increasingly supporting peacekeeping operations by enhancing understanding of operational environments, improving situational awareness, strengthening mission effectiveness and reducing casualties.
