the primary objectives and discussion topics on the table for the two foreign ministers include:

1. resource sharing: a major focal point is exploring partnerships in the energy sector. This builds on long-standing bilateral interests regarding oil and gas, as Uganda develops its domestic oil production capability and Zambia seeks strategic energy partnerships to reduce business costs.

2. maximizing air links: following the launch of uganda airlines flights connecting entebbe to lusaka to harare the ministers focus heavily on utilizing this direct route to accelerate commercial trade, joint tourism roadshows, and business to business investment.

3. economic diplomacy: this meeting establish directives for private sector leaders, mining stakeholders, and agricultural businesses to trade under COMESA and AfCFTA rules.

4. security strategy: because both countries are deeply involved in peace mechanisms zambia via the southern african development community (SADC) and uganda via east african frameworks the two countries align policies on stabilizing active security hot spots, particularly in the eastern democratic republic of congo (DRC) and the broader great lakes region.
