The successful social policy response to COVID shock showed that widespread poverty in USA (and any other rich country) is a matter of choice. You either spend the modest amount necessary to ensure that large numbers of children do not grow up poor. Or you don't.
People vote against mainstream green policy because they fear it will exacerbate their economic insecurity, which is pervasive under capitalism. If you want green policy to succeed you have to abolish economic insecurity. Universal public services, a job guarantee, living wages.
