I think Chris Shula as the next Steelers head coach with Nate Scheelhaase as the next OC would be a hell of a pairing, but if the Steelers think Scheelhaase is special and the next great offensive mind in this league, they should take the risk & give him the big job instead.
If they think Scheelhaase is special & hire him as the OC, then he turns out to be as special as they think he is, he'll be gone before they know it, and then we're in a Todd Bowles situation where we have to get a new OC every year.
At the end of the day, hire the guy you don't want to lose long-term.
