Singapore has a health-care system that is almost COMPLETELY run and regulated by the government.
From what I see, it's a whole lot closer to what I would like the US health-care system to be than your idea.
I challenge you to find ANY semblance of a 'free market' in Singapore's system.
And don't say 'personal responsibility' until you admit that MediSave is government mandated private savings for health expenses, and that the gov't controls costs all the way through the system.

I googled it:

While the state maintains strong central control over supply, infrastructure, and basic costs, it relies on individual responsibility, co-payments, and private enterprise to deliver services.
