Podemos invertir en las fuerzas de seguridad más capaces de nuestra historia, llenar las calles de cámaras de última generación y, si quieren, traer al mismísimo Robocop, Batman y hasta a Superman.

Pero si después de capturar a un delincuente el sistema de justicia termina convirtiendo la puerta de la cárcel en una puerta giratoria, seguiremos exactamente en el mismo lugar.

La seguridad no se construye únicamente con más policías y tecnología. También necesita un sistema de justicia que funcione.

El @OJGuatemala tiene la responsabilidad de juzgar y ejecutar lo juzgado, y los jueces deben aplicar la ley con rigor, independencia y debido proceso, especialmente al decidir sobre prisión preventiva y medidas sustitutivas.

Y el @CongresoGuate tiene otra responsabilidad que no puede esquivar: legislar. Si el marco legal permite respuestas insuficientes frente a delitos particularmente graves —como la portación ilegal de armas—, corresponde al Congreso discutir y reformar la legislación cuando sea necesario.

Porque de poco sirve que la PNC capture delincuentes con eficiencia quirúrgica si el sistema jurídico no consigue que esas capturas produzcan consecuencias proporcionales y efectivas.

Podemos modernizar la policía hasta el infinito.

Pero si seguimos dejando intacta la puerta de salida, tendremos la tecnología del siglo XXI administrando la seguridad con las reglas del siglo pasado.

Y así, hasta Batman se terminaría frustrando.

Y si, esta es la realidad. Delincuentes que son detenidos por PNC en flagrancia con armas ilegales al mes son liberados y siguen delinquiendo...

Asi como este son muchísimos casos, la población honrada y trabajadora es la que sigue directamente afectada por la delincuencia y la liberación de esta escoria de la sociedad.
