Everyone interprets that out of context. The context is the following: back then they were under Roman occupation and if a Roman soldier slaps you, you simply can’t fight back and should best turn the other cheek. Why? Because occupation comes from disobeying God’s rules - something you willfully did and got yourself caught up in that situation. Should it have been Theocracy (God’s rule), then there is no “turning the other cheek”.
