LENI PERSONALLY ATTENDED OVP BUDGET DELIBERATIONS DESPITE DUTERTE'S ATTACKS
Former Vice President and now Naga City Mayor Leni Robredo consistently attended budget briefings and plenary deliberations of the Office of the Vice President (OVP) from fiscal year (FY) 2017 to 2022, personally presenting and defending the office's proposed budgets without seeking any conditions, despite former President Rodrigo Duterte repeatedly lashing out at her, including telling her "Mamatay ka na" in one of his addresses to the nation during the pandemic.
Robredo appeared before the Senate Committee on Finance in 2017 to defend the OVP and HUDCC budgets. She returned to the House of Representatives for plenary deliberations in 2018 and 2019, and personally attended the 2020 budget hearings, with some lawmakers even suggesting an increase. Despite the COVID-19 lockdown, she continued her attendance, personally appearing for the 2021 and 2022 OVP budgets, including presenting the 2022 budget herself before the House Committee on Appropriations.
In contrast, Vice President Sara Duterte sought conditions before attending the House plenary deliberations on the OVP's proposed P902.895 million budget for FY 2026. In a letter dated September 30 to House Committee on Appropriations Chairperson Rep. Mika Suansing, Duterte said she would attend only if the House also demanded President Ferdinand Marcos Jr.'s attendance for the Office of the President's P27.3 billion budget deliberation, or if the Committee on Good Government and Public Accountability provided a Department of Justice (DOJ) document confirming that Immigration Lookout Bulletin Orders (ILBOs) on seven OVP personnel had been lifted.
The ILBOs were issued by the DOJ in November 2024 at the request of the House in connection with an investigation into the alleged misuse of OVP funds. The inquiry followed a privilege speech by Manila 2nd District Rep. Rolando Valeriano, citing Commission on Audit (COA) findings that disallowed over P73 million of the P125 million in confidential funds allocated to the OVP in 2022, which were spent in just 11 days. COA ordered Duterte, along with two OVP officials, to return the disallowed amount.
Notably, Duterte and her office's representatives were also absent during the sponsorship and debate on the OVP's proposed P2.26 billion budget for FY 2025, highlighting a marked contrast with Robredo's tenure.

Former Vice President and Naga City Mayor Leni Robredo's push for transparency in government spending resurfaced during the Senate Committee on Science and Technology hearing on Thursday, where Sen. Bam Aquino said her proposed Full Disclosure Bill will be integrated into the Philippine National Budget Blockchain Act.
Aquino, author of Senate Bill 1330, said Robredo's measure—which mandates the publication of all government contracts and expenditures—complements the transparency and accountability goals of blockchain technology.
"Of course blockchain secures that information, no? So we'll be finding a way to put these points together," Aquino said, noting that the system would allow Filipinos to monitor allocations, contracts, and disbursements in real time.
Aquino added that blockchain is not a "magic bullet," but stressed that it can serve as a major reform to curb corruption, ensure accountability, and empower civil society to actively participate in the budget process.
The hearing gathered stakeholders from the tech sector, fintech groups, civil society, and government, including DICT Sec. Dennis Aguda and Baguio City Mayor Benjie Magalong, whose city is preparing to pilot blockchain-based governance systems.

Pasig City Mayor Vico Sotto has surged to the top of Tangere's early 2028 senatorial survey, with House Assistant Minority Leader and Akbayan Party-list Rep. Chel Diokno and former Commission on Audit Commissioner Heidi Mendoza also breaking into the top 15 contenders.
The nationwide poll, conducted September 10–13 among 2,000 respondents, showed Sotto leading with a 67-percent voter preference—up six points from July—and ranking first across all 17 regions. Former Sen. Grace Poe followed with 52 percent, while Sen. Raffy Tulfo slid to third at 47 percent.
