Why doesn't California turn Sea Water into potable drinking water, like the US Navy does aboard it's ships. Other Countries also do it. The Dam was built before the process was used. CA needs water more than it needs a Light Rail System! If the cities had reclaimed water from the sea, it would lighten the load for the farmers!
