A criminal session has commenced at Mubende High Court, with a strong focus on reducing case backlog and expediting justice for long-standing criminal matters within the Circuit.

The session, which opened yesterday is being presided over by Justice Isaac Bonny Teko and will handle a total of 60 cases as per the cause list.

According to the cause list, Aggravated Defilement and Murder constitute the majority of cases set for hearing. This is followed by Aggravated Robbery, Robbery, Trafficking in Persons, and Rape, among others.

Proceedings began with a pre-session meeting chaired by Justice Teko, bringing together key stakeholders in the justice system to align on strategy and coordination for the session.

Justice Teko appreciated the Judiciary for facilitating the session through the allocation of funds, noting that Mubende High Court Circuit is currently grappling with a heavy caseload of over 1,000 criminal cases. He observed that many inmates, both committed and uncommitted, have spent long periods on remand, underscoring the urgency of the session.

He also commended the Resident Judge, Justice Tadeo Asiimwe, and the Deputy Registrar, HW Kinobe Binega Rogers, for ensuring conducive conditions for the smooth execution of the session.

Justice Teko emphasized the importance of the pre-session meeting in streamlining operations, noting that it provides a platform to establish a clear modus operandi, maximize the use of allocated time and resources, and enhance coordination among stakeholders. He urged all actors in the justice chain to observe time, maintain professionalism, and adopt an open-door approach to foster flexibility and fairness in the administration of justice.

Following the meeting, the Session commenced with plea taking. The matters were subsequently adjourned to April 13, 2026, to allow the prosecution adequate time to prepare for substantive hearings.

While the session is scheduled to handle 60 cases, Justice Teko called upon the Uganda Prisons Service to intensify sensitization on plea bargaining among inmates who may not have been captured on the cause list. This, he noted, would enable the court to adjust its schedule and potentially take on additional cases, including those involving juveniles.

The pre-session meeting, moderated by the Deputy Registrar, brought together State Attorneys from the Office of the Director of Public Prosecutions (ODPP) Mubende Region, representatives from the Uganda Prisons Service and Uganda Police Force, as well as advocates on both private and state briefs.

The session is expected to run from April 13 to May 15, 2026, and is part of the Judiciary’s broader efforts to enhance access to justice, reduce case backlog, and ensure timely disposal of criminal cases

Attorney General, Hon. @KiryowaKk has called for the withdrawal of the National Legal Aid Bill, 2022, before it lapses with the 11th Parliament.

Kiryowa assured the House that government is taking full responsibility of the bill and will harmonise with the Ministry of Finance and the mover to have it reintroduced in the 12th Parliament.

The mover of the bill, Hon. Silas Aogon tasked government to ensure that the bill is reinstated within the first session of the 12th Parliament. House, however, stood over the motion for withdrawal. #PlenaryUg
