Applying charges on UPI payments will only benefit 3 entities from USA -

1) VISA
2) MasterCard
3) Apple Pay (getting launched in October)

Bhai Chandra sahab ke ₹22,000 crores maaf nahi karte to India mein UPI agle 20 saal tak free chal jaata by government’s number of ₹8,000 crores subsidy.

Also NPCI - which runs UPI has ₹6,119 hard cash on its balance sheet and pre tax operating profit of ₹1,900 crores. NPCI apne cash pe and profits par zindagi bhar UPI free chala sakti hai. Government ka kuchh lena dena hi nahi hai. Government earned ₹1,000 crores tax from NPCI last year.

UPI is already subsidised . All the printing infrastructure and manual labour and effort involved in making , transporting and managing cash is being saved. UPI infrastructure cannot cost more than 20-30% of that amount. This is just a reflection of wasooli and ransom mindset . Tomorrow one can tax breathing also citing providing clean air is not cheap . Point is everything cannot be valued based on just input costs. What the damn thing solves for is equally important.
