As I was listening, Hart mentioned that Paul appealed to Caesar for “a more pressing concern” but Acts 26:32 disagrees. Paul appealed to Caesar to get the ear of the highest magistrate (like you said) not for his civic rights.

Thus, God is able to give faith and the Spirit before the conscience is formed (contra to the reply).
