The stretcher she is on is the original EMS ambulances.
Those Paramedic apparently were overruled for transport.

There were two at least two EMS vehicles on the scene .
You see them totally pass one ambulance and move to another. ALSO Paramedic don’t continually wear bunker gear. These guys were still wearing gear to cover their ID
