They have been doing that on eBay UK for some time.
With that in place there is zero incentive to sign up as a business seller.
Private sellers pay nothing and get 100s of free listings each month with no requirement to accept returns or comply with any distance selling regulations.
Businesses get bent over for subscriptions, listing fees, final fees and must accept returns.
