On the question of "difference". In terms of the argument being made here none whatsoever. The piece addresses the pattern of unvetted arrivals from countries with cultures and value systems at odds with British society and the government's failure to prevent it. Whether the individual is Sudanese or Somali does not change that argument by a single word. Both countries are among the top sources of asylum applications to the UK. Both produce arrivals who cannot be vetted because documentation is absent or unverifiable. The pattern is the pattern regardless of which country they claim to have come from.
