La véritable caste ne représente pas toute la fonction publique.

Nombreux ne sont pas privilégiés. Les profs, le personnel hospitalier, les juges ou les flics gagneraient probablement mieux leur vie dans un système privé car leurs métiers sont demandés, utiles, plébiscités par le marché.

La caste est composée de tous ceux qui occupent un poste qui ne devrait pas être public ou ne devrait tout simplement pas exister.

Sans impératif de rentabilité ou de qualité, les privilégiés de la caste se permettent de dilapider l’argent public, ce qu’ils ne feraient jamais une boîte privée. Parfois, leur poste n’a que peu d’utilité, voire pas du tout. Dans un marché libre, il n’existerait même pas.

Par exemple, les cadres de la Tour Eiffel touchent en moyenne 71.000 euros alors qu’ils perdent 19M par an. Les employés de France Télévision qui claquent 10.000 euros de notes de taxi par jour malgré un déficit de 40M. Le gouverneur de la Banque de France touche 500.000 euros par an pour un job qui n’existerait pas sans le monopole de l’État sur la monnaie.

Autres privilégiés au sommet de la caste : les membres du Conseil Constitutionnel qui se sont concocté un mode de rémunération aux petits oignons. Cet organe, connu des français pour freiner toute réforme, est composé de neuf « Sages ». Sobriquet que seuls des postes étatiques peuvent se permettre.

En 2001, sous Jospin, une lettre jamais publiée de la Secrétaire d’État au Budget instituait une « indemnité de fonction complémentaire » qui permet aux « Sages » de ne pas suivre les barèmes de rémunération légaux des fonctionnaires.

Malgré différentes plaintes et projets de lois pour revenir sur cette décision, le régime demeure. Les « Sages » sont payés 16.000 euros par mois (au lieu 6.500 selon le barème) et peuvent cumuler leurs indemnités avec leurs pensions de retraite, sans limitation. Laurent Fabius touchait donc plus de 26.000 euros par mois quand il était président du Conseil.

Nous avons donc l’organe supposé garantir le respect de la loi suprême, la Constitution, qui a aménagé une rémunération hors-la-loi pour son petit plaisir.

La caste nous pille et se rit de nous.

Si les Guidelines du Comité Européen de la Protection des Données (EDPB en anglais) sont confirmées dans leur version finale, il n’existera plus aucun usage de Bitcoin 100 % conforme au droit européen.👇

➡️ Interdiction de facto, sans bannissement, par collision réglementaire.

Comment est-ce possible ?

1️⃣ Selon l'EDPB, « Une clé publique est une donnée personnelle si elle peut identifier, même indirectement, une personne physique. »
— EDPB 02/2025, §3.2

Or, la blockchain Bitcoin est immuable. Les informations qui y sont inscrites ne peuvent pas être effacées.

Mais l'EDPB est formel : « L’impossibilité technique ne peut être invoquée pour justifier le non-respect du RGPD. »
— EDPB 02/2025, §4.2

En d'autres termes, c'est au réel de s'adapter, pas à la norme. Un classique de l'UE.

Et si l'on ne peut pas supprimer les données, alors... « Cela peut nécessiter la suppression de toute la blockchain. »

⛔ Le droit à l’effacement devient inapplicable. Donc : violation automatique du RGPD.

2️⃣ L’EDPB propose une "solution" : l’anonymisation.

Anonymiser les données avant inscription on-chain (via mixeurs, hachage, zero-knowledge…).

On retombe sur nos pattes : en recourant à la confidentialité, l'usage de Bitcoin est possible. Miracle !

Erreur : cette solution est interdite par les règles anti-blanchiment.
