Most of the coupling from high voltage lines is electrostatic (capactive) coupling. The electric field has a gradient from the high voltage lines to ground providing hundreds or thousands of volts per foot of electric field. If there is an object in that field that has a path to ground, you can get sparking or current flow.
Inductive coupling is a result of a magnetic field generated by current. I've worked in the opposite domain (low voltage, high current) around 10000 amps running through bussbar and you can feel a screwdriver vibrating in your hand from a foot away.
