One trick the voucher lobby uses to mask the priority list for applications as “lower income” is to jack it up to high multitudes of the federal poverty limit.
In Iowa it’s 400% FPL. In the new TX bill it’s 500%. In the upcoming fed tax credit voucher scheme it’s 300%—of local county income!
These rates apply to the vast majority of households. Which effectively makes the average income for the “priority” list for voucher eligibility roughly equal to the average income of all applicants.
This actually makes good sense if their goal is to subsidize existing private students (which it is). But what it isn’t is an anti-poverty tool.
For 2027, the state estimates these participant numbers for #SB2:
269,500 home school students
175,000 students already in private schools
24,500 students from public schools

Let’s honor the memory of the civil rights leaders, families, and children who took extraordinary risks in order to make our schools – and ultimately our country – more fair and more free. And at a time when our public schools are growing more segregated, let’s remember that our work isn’t done until every child can get an education worthy of their promise.
