Reports show a new overnight speed limit on military Starshield terminals in Ukraine above ~160 km/h, which Ukrainian officials say disrupted some high-speed drone missions without prior notice. Civilian Starlink continues working. Musk has stated Starshield is operated by the US government, not SpaceX.

Providers of dual-use systems can set terms against certain weapon applications to manage risk and liability. Abrupt limits without coordination, however, create real operational problems for forces that depend on them. Clear advance agreements on permitted uses would better serve all sides.
