そのため、閣僚評議会は本日、こうした暴力行為を未然に防ぎ、それに対抗するための新たな措置を盛り込んだ『政令』を承認しました。

これは、ここ数ヶ月間に導入された対策をさらに強化するものです。
その中には、人工知能（AI）を活用した生体認証技術を用いて、フードなどで顔を隠している者の正体を特定する取り組みも含まれています。

本日導入された新たな規定について、できるだけ分かりやすく説明します。

第一に、「デモにおける暴力的な参加」という新たな犯罪が規定されました。

つまり、デモや抗議活動の最中に5人以上のグループに加わり、石や爆竹、棒などを投げつけて公共の安全を脅かした場合、最大で禁錮5年、および最大2万ユーロの罰金が科されることになります。

顔を覆っていた場合や、誰かに怪我を負わせた場合には、罰則はさらに重くなります。
集団で破壊行為に及んだ者に対する罰則も同様に強化されます。

第二に、「壊した者がその代償を払う」という単純な原則を適用します。

もし破壊行為に及んだのが未成年者であれば、その親が賠償責任を負うことになります。

具体的にはどうなるのでしょうか。
バス停のシェルターや信号機、警察車両といった公共の財産が損壊された場合、県知事（プレフェット）が当該個人の自宅へ賠償を求める通知を送ります。

一方、店舗の正面や店内の商品、あるいは自動車といった私有財産が損壊された場合、所有者は裁判所に申し立てを行うことで、即時に執行可能な命令（差し止めや賠償命令など）を得ることができます。」
