Many years ago, I bought a TV for around ₹20,000 from an electronics shop on Rajpur Road, Dehradun.

The shop owner insisted on cash, explaining that if I paid by debit card, he would have to charge me an extra percentage to cover the transaction fee. Not knowing any better at the time, I simply went to an ATM, withdrew the cash, and completed the purchase.

With time, I realized what was actually happening: the shopkeeper was trying to pass the Merchant Discount Rate (MDR), the processing fee merchants are supposed to pay on digital transactions, onto me. By paying cash, I unintentionally avoided that extra charge.

Now, with the government introducing policy changes to allow MDR on UPI transactions, I wonder how this will play out for everyday consumers. Given that many businesses in India operate on thin margins, why would merchants absorb this cost rather than pass it along to customers, just like that shop owner did years ago? And if they do pass it on, why wouldn't consumers just switch back to cash to avoid paying a fee on the merchant's behalf? How can the government effectively ensure that merchants bear the MDR cost instead of passing it down to buyers?

The Prime minister should do an address to the nation & re-assure students how the examination system will be made robust henceforth. Take personal responsibility in ensuring this. The feeling of being wronged among the students is bigger than these overnight activists. The govt should acknowledge the sentiment. Let law deal with the miscreants. But do reach out to students & parents.
