The Indian National Congress fully supports 33% reservation for women in the Lok Sabha and State Legislative Assemblies. It is a longstanding commitment rooted in the principle of gender justice and inclusive democracy.

👉 What is being proposed today is not genuine empowerment. It is a conditional, delayed, and politically structured framework that postpones justice.

⦿ Why should women’s reservation be linked to a future Census?
⦿ Why should it depend on a future delimitation exercise?
⦿ Why should its implementation be tied to a timeline that is entirely controlled by the Union Government?

👉 Within the 33% reservation, there must be sub-reservation for women from Scheduled Castes and Scheduled Tribes. Without this, the most marginalized women will continue to remain excluded.

In this House, the representation of SC/ST women is very low. If sub-reservation is not provided, SC/ST women will not have adequate representation. Therefore, I would like to request the Minister to include SC/ST women’s reservation in this amendment.

👉 States like Keralam have made significant progress in controlling population growth, investing in health and education, and achieving social development. And today, they are being told that because they performed better, their representation may be reduced. This is fundamentally unjust. It sends a dangerous message that progress will be penalized and inefficiency rewarded.

👉 Democracy is not just about numbers. It is about fairness, representation, and balance. You cannot reward inefficiency while penalizing progress. And you cannot strengthen democracy by centralising power.

We stand for immediate justice, equitable representation, and constitutional balance. For this reason, I oppose this Bill.
