An alternative Presidential Katiba Day Address, 27 August 2026?
Wananchi, 16 years ago we gave ourselves a Constitution because we had learned at great cost, what happens when power answers to no one. I stand before you today not to recite that document's promises but to account for where my government has fallen short of them, and to correct course. I commit to the following six immediate steps that cost the taxpayer nothing more.
1. I instruct the Treasury to pay the 35 victims of enforced disappearances reparations as advised by the KNCHR. We must leave no victim behind. We cannot say we are against this practice and continue to ignore the damage it wreaks on Kenyans, Kenyan institutions and the rule of law.
2. I urge the Inspector General of Police, National Intelligence Services Director General and the Independent Policing Oversight Authority to publish, within thirty days and every quarter thereafter, a public register of all reported abductions, arrests during assemblies, and their case outcomes. Transparency is free. It is the fastest deterrent to abuse.
3. I will be reorganisng my Cabinet to comply with the constitutional principle of two thirds before the court deadline of 28 October
4. I order an immediate freeze on new foreign travel, vehicle purchases, and workshop allowances for state officers above a threshold to be set by Treasury.
5. I will issue an executive directive requiring every ministry and state agency to publish procurement contracts above five million shillings on the existing e-GP portal within seven days of signing. This will seal loopholes that have let wasteful and fictitious tenders drain public funds. There is no cost, it simply uses architecture we have already paid for.
6. I will resubmit the Punguza Mizigo-style consolidation of state corporations that this administration shelved and merging overlapping agencies to cut duplicated salaries and boards. Instead of awarding election-displaced politicians and persons with dubious management history savings, lets use the savings to fund witness protection and legal aid rather than a single new shilling of borrowing.
Constitutionalism is a discipline, not a slogan. It must be practiced hardest by those who hold the most power.
I ask Kenyans to hold me to these six commitments by the letter.

@WilliamsRuto Compensation is important but it cannot replace justice. Families of people who were forcibly disappeared deserve to know the truth about what happened to their loved ones. The government must act on these cases and ensure justice and accountability.

Comrades please hear me out, If the state pays financial compensation without punishing those responsible, it risks treating rights violations as an operational cost rather than a crime, allowing abuse to continue unchecked.
