Nakakonekta ang usaping ito sa Tacloban at Zamboanga school shootings. Sa mga Senate hearing ni Sen Risa, naipakita ng mga resource speakers ang reyalidad ng online grooming ("764" network, adult groomers na nagtuturo sa mga menor-de-edad na magbura ng digital traces), sextortion/CSAEM sa mga online spaces.

Nakatali din ito Senate Bill No. 2424, the Child Online Safety and Protection Act, sponsored ni Sen. Padilla at co-sponsored ni SP Gatchalian. The bill would set 16 as the minimum age for social media use, require "age-assurance" systems (behavior-based, not ID-based) compliant with the Data Privacy Act, and IMPOSE OBLIGATION ON PLATFORMS TO PROTECT MINORS.

Another important caveat: Meta will provide user credentials and relevant data tied to OSAEC, CSAEM but only AFTER the NBI issues a subpoena, subject to legal requirements and applicable laws.

This is a valid concern. The past years and former and present administrations (who still funds the NTF-ELCAC and refuses to criminalize red-tagging) have shown us that the threat of state surveillance is very real.

HOWEVER, I think it’s important to put this news into context. As the Chair of the Senate Committee on Women, Children, Family Relations, and Gender Equality, Sen. @risahontiveros is seeking to strengthen existing laws combating Online Sexual Abuse or Exploitation of Children (OSAEC) and Child Sexual Abuse or Exploitation Materials (CSAEM) that continue to proliferate in social media platforms like those under Meta. Holding Meta accountable is the right thing, and having them provide the data necessary to identify and take down users and content that exploit children should be what we’re all fighting for.

That being said, I think as citizens, we should also ensure that the existing bills with provisions on engagement with Meta and other social media platforms are strictly written in a way that exclusively focuses on providing data in relation to child exploitation, and not on data aimed at targeting individuals rightfully expressing dissent and organizing politically. In this, considering Sen. Risa’s background as an activist, I believe she is an ally in ensuring that Meta’s engagements with the State do not weaken or minimize democratic spaces. As citizens, we should also continue calling for this.
