Every time God said "Fear not," somebody was already afraid.
Abram — old, childless, no heir. "Fear not, Abram: I am thy shield." (Gen 15:1)
Hagar — cast out in a desert with a dying boy. "Fear not; for God hath heard the voice of the lad." (Gen 21:17)
Isaac — a stranger in hostile country. "Fear not, for I am with thee." (Gen 26:24)
Jacob — too old to start over. "Fear not to go down into Egypt." (Gen 46:3)
Joseph's brothers — waiting to be repaid for what they did. "Fear ye not: I will nourish you." (Gen 50:21)
Israel — sea in front, chariots behind. "Fear ye not, stand still, and see the salvation of the LORD." (Ex 14:13)
Moses — facing a giant king. "Fear him not: for I have delivered him into thy hand." (Num 21:34)
Joshua — just beaten at Ai. "Fear not, neither be thou dismayed." (Josh 8:1)
Gideon — certain he would die for seeing God. "Peace be unto thee; fear not: thou shalt not die." (Judg 6:23)
Ruth — a foreign widow with no standing. "Fear not; I will do to thee all that thou requirest." (Ruth 3:11)
Mephibosheth — the dead king's crippled grandson. "Fear not: for I will surely shew thee kindness." (2 Sam 9:7)
The widow of Zarephath — one meal left before starving. "Fear not; go and do as thou hast said." (1 Kings 17:13)
Elisha's servant — a city surrounded by an army. "Fear not: for they that be with us are more than they that be with them." (2 Kings 6:16)
Hezekiah — mocked by an empire. "Be not afraid of the words which thou hast heard." (2 Kings 19:6)
Jehoshaphat — outnumbered, out of options. "Fear not, nor be dismayed; the LORD will be with you." (2 Chr 20:17)
Jeremiah — too young, and sent anyway. "Be not afraid of their faces: for I am with thee to deliver thee." (Jer 1:8)
Ezekiel — sent to people who would hate him. "Be not afraid of them, neither be afraid of their words." (Ezek 2:6)
Daniel — flat on the ground, strength gone. "O man greatly beloved, fear not." (Dan 10:19)
Zacharias — prayed for years and got nothing. "Fear not, Zacharias: for thy prayer is heard." (Luke 1:13)
Mary — a girl handed an impossible word. "Fear not, Mary: for thou hast found favour with God." (Luke 1:30)
Joseph — his bride with child, and not by him. "Fear not to take unto thee Mary thy wife." (Matt 1:20)
The shepherds — night shift, and the sky split open. "Fear not: for, behold, I bring you good tidings of great joy." (Luke 2:10)
Peter — on his knees in his own boat. "Fear not; from henceforth thou shalt catch men." (Luke 5:10)
Jairus — told his daughter was already dead. "Be not afraid, only believe." (Mark 5:36)
The disciples — a storm, and a figure walking on it. "It is I; be not afraid." (John 6:20)
The little flock — small, poor, outnumbered. "Fear not, little flock; for it is your Father's good pleasure to give you the kingdom." (Luke 12:32)
The women at the tomb — grief and an open grave. "Fear not ye: for I know that ye seek Jesus, which was crucified." (Matt 28:5)
Paul — a ship coming apart in a two-week storm. "Fear not, Paul; thou must be brought before Caesar." (Acts 27:24)
John — face down on Patmos, dead as a stone. "Fear not; I am the first and the last." (Rev 1:17)
He never says it to men who have nothing to fear.
Politics are important, but listen to me: Politics cannot fix what politics did not break.
And Mankind was broken long before any political system.
Only a return to Jesus Christ who can reach inside the chests of men and give them new and living hearts of love, worship, and humility can save any person, any family, and any society.
Christ is the only way out of the chaos.

O my Jesus,
forgive us our sins,
save us from the fires of Hell; lead all souls to Heaven,
especially those in most need of Thy mercy.
