I hope I'm wrong but I'm not confident that this person will be held to account in a meaningful way. Small fine I reckon

@TheMontyDon I work in planning elesewhere in UK. More complaints to the Council = greater prospect of favourable outcome for the environment via enforcement. If its in Herefordshire Council a call to Planning Enforcement 01432 260 386 should be the first port of call for those concerned.
