Why are people in Georgia receiving absentee mail-in ballot applications when you're not supposed to receive any, UNLESS you REQUEST ONE?

@samthelion79 didn't just receive one, she received 2.

What's really going on here, and are we seeing errors, disregard for the law, or something more sinister?
