One of the more tedious parts of uniformed policing is the amount of time you wait around for other police.
I won't bore you with the list, but there are a huge number of crimes and/or potential crimes (sudden unexplained death for example) where after attending and clearing, the uniformed officers role is to back out and wait for detectives, forensics, doctors you get the idea.
In that case, what do you do? I used to play speed chess on my phone. You'd probably tweet. It doesn't mean they're not doing their job, it means they're doing the most boring part of their job (bar paperwork).
Holding police to account when you know they've cocked up is a really important role. Mocking them for likes because you don't understand their job - that's a bit, well unpatriotic.
