In a normal country he would be in jail awaiting trial.

@STPCHS_Oblivion@capitolhunters Probably. Other angle I just watched show he choose to stay. From which there is two possibility: 1) he knows she was not trying to hit, or he could quickly step aside (he did), or 2) he is suicidal.
Now, imagine if the driverless car had run over some kids? Criminal behaviour.
