Blind people or domestic violence victims can reasonably be called a sufficient section of the public but there is an issue when it also includes people who are well-off and able to pay. The issue is a contradiction of the term 'charity'.

The source of this problem i.e. private schools and private hospitals being granted charitable status, is the ambiguity of the Charity Commissions public benefit requirement which states: (a charity must) benefit the public in general, or a sufficient section of the public.
