Since 1994, the Democratic Republic of the Congo (DRC) has consistently supported, collaborated with, and provided arms and logistical assistance to the Forces Démocratiques de Libération du Rwanda (FDLR) and its predecessor groups — a genocidal militia directly descended from the ex-FAR and Interahamwe forces that planned and executed the 1994 Genocide against the Tutsi in Rwanda, in which over one million Tutsi were systematically massacred in just 100 days.
This UN-sanctioned armed group, also designated and sanctioned by the United States (OFAC), the European Union, and the broader international community for committing serious violations of international law — including the targeting of children, killings, sexual violence, and recruitment of child soldiers — continues to uphold the same anti-Tutsi genocidal ideology.
The FDLR actively recruits fighters, launches deadly cross-border attacks into Rwandan territory targeting civilians, and poses an ongoing existential threat to Rwanda’s security and sovereignty. Rwanda is not a party to the compulsory jurisdiction of the International Court of Justice (ICJ) under Article 36(2) of its Statute. As confirmed in the 2006 ICJ Judgment in Armed Activities on the Territory of the Congo (Democratic Republic of the Congo v. Rwanda), the Court lacks jurisdiction over disputes involving Rwanda absent its express consent.
The same jurisdictional barriers apply to the present proceedings. Even if the Court were to assume jurisdiction arguendo, the DRC would bear primary responsibility under international law for its sustained material support to this UN-sanctioned genocidal Millitia (FDLR) that continues to commit serious violations of international humanitarian law and threatens Rwanda’s territorial integrity.
Such support constitutes a grave breach of the DRC’s obligations under the UN Charter (particularly Articles 2(4) and 51), relevant UN Security Council resolutions, and regional peace frameworks requiring the neutralization and repatriation of foreign armed groups. No international court or tribunal could reasonably characterize Rwanda’s defensive measures — taken in response to an armed group with genocidal ideology and proven capacity to conduct cross-border attacks — as unlawful aggression.
Rather, such measures fall squarely within the inherent right of self-defence recognized under Article 51 of the UN Charter and customary international law. A judicial finding condemning Rwanda while excusing the DRC’s long-standing collaboration with perpetrators of genocide would be legally untenable and contrary to the fundamental principles of state responsibility and the prohibition of the use of force.

. @BasiGoRwanda has achieved a major milestone, its electric buses have completed their first-ever full cross-country route, reaching Rusizi City (216km) via Nyungwe forest and returning to Kigali without needing to recharge along the way.
With 18 new long-range electric buses arriving this week, BASIGO's fleet now stands at 66 buses, powered by two fast-charging stations in Kigali and Muhanga, each capable of fully charging a bus in just 45 minutes, with additional stations planned for Huye and Rubavu.
The company is targeting a fleet of 100 buses by end of 2026 and 1,000 across East Africa within three years, as Rwanda moves to phase out all fuel-powered passenger buses in Kigali by year's end, a landmark step in the country's green transport transition. #Rwanda #ElectricVehicles
