To re-iterate, violence in Manipur was engineered and orchestrated predominantly by illegal influx of immigrants from Myanmar and Bangladesh due to two major factors:

1. Instability in the neighbouring countries and the open border
2. ST benefits and other incentives on arrival in Manipur
