The US wasn’t prepared to supply its people with medical resources or aid during a pandemic, but it was ready to send in militarized police and the National Guard to go to war with its people.
There is a budget and a plan set for violence, suppression, but not for aid.
Social Distancing = People who have not been exposed to the virus
Quarantine = People who have been exposed to the virus and don't have symptoms.
Self-Isolation = People who think they have the virus or have tested positive for the virus.
