The same way you demand the pilot who flies our commerical airlines are the best qualified for the job.

Or the best athletes to represent your favorite sports team.

Or the best CEO for the company you choose to invest in.

Or the best Doctor to help save a childs life in the ER.

When we demand the best person for a job, it forces everyone to try harder to be the best.

This is how we encourage the youth of America to try. Every person will succeed and fail not based on the color of their skin, or their gender, but based on how hard they work and the skills they possess.
