One thing to watch for, that I believe is under-covered in this KY-04 primary between Rep. Thomas Massie and Ed Gallrein, is who gets the most votes.

I absolutely love this decision, how it's written. It's so quintessentially old school Virginia, and it makes me proud to be a Virginia lawyer. I was worried this part of our Commonwealth was dead and buried, but it's clearly not.
The crux of this decision is that the Virginia Constitutional Amendment process requires two votes in the General Assembly: one before Election Day for the House of Delegates, and one after. Because early voting had started before they voted the first time, the process was flawed
