Today, Kenya delivered its Opening Plenary Statement at the 64th Session of the UNFCCC Subsidiary Bodies in Bonn, Germany. The statement was delivered by the Principal Secretary for Environment and Climate Change @Eng_F_Ngeno setting out the Kenya’s priorities and expectations for the session ahead of COP31 in Antalya.
Kenya's statement addressed four critical subject matters: adaptation and climate finance, Technology development and transfer, Just transition, and mitigation, anchoring each in the lived realities of a continent that loses between 2% and 5% of GDP annually to climate extremes while contributing least to the crisis.
On finance, Kenya highlighted the gross inequity in global climate finance flows, noting that only 4% of the USD 1.9 trillion mobilised globally in 2023 reached Africa, with adaptation receiving far less than the estimated USD 100 billion needed annually and much of what does flow arriving as interest-bearing loans. On technology, Kenya drew attention to the persistent gap between planning and deployment, pointing to a fourteen-year record in which only 21 of 98 Technology Needs Assessments globally ever translated into funded projects. On loss and damage, Kenya underscored projected costs to Africa of between USD 290 and 440 billion and called for a fully capitalised, accessible Fund with no prohibitive accreditation barriers.
Kenya expects SB64 to deliver technical progress, not process alone. Further, Kenya is calling for a quantified adaptation finance sub-goal under the New Collective Quantified Goal (NCQG) on climate finance, a mandatory linkage between Technology Action Plans and climate finance approval cycles, and outcomes grounded in the principles of equity, ambition, and means of implementation that are the foundation of the Convention.
Kenya is at the table in good faith and the table must deliver.
