If the ICC yields to conditional release for Duterte, it tells the world that crimes against humanity can be negotiated down to comfort. Justice isn’t meant to be convenient for the accused. With the Duterte family still wielding power in the country, any form of conditional release is likely a license for the former president to intimidate drug war survivors, influence them, and obstruct the course of trial. He must remain detained until justice is served.
