However, having lived in Kenya for many years, I am surprised by the speed and efficiency with which this procurement process was concluded. While this may suggest the possibility of external influence, such influence cannot be presumed to have been improper without credible evidence.
Any allegation that the procurement process was negatively influenced must be proven beyond reasonable doubt through a thorough and impartial investigation. Should such evidence emerge, it would justify further scrutiny and, where appropriate, the nullification of the tender award.
